Кого это касается (только китайцев или всех) пока не понятно, да и сама процедура то же мало понятна

Visa-on-arrival opens to Guangzhou visitors

FOREIGN visitors arriving from Guangzhou in southern China on Myanmar Airways International (MAI) are now eligible for a visa-on-arrival, an airline spokesperson said last week.
“Starting from [March 21], visitors arriving from Guangzhou with MAI are eligible for the visa-on-arrival service. It is the same as the program introduced last month for customers on our Siem Reap route,” said the airline’s assistant marketing manager, Daw Aye Mra Tha.
MAI launched flights to Siem Reap and Guangzhou on February 23 and March 3 respectively.
“Normally the number of tourists arriving from Guangzhou is very small but we expect this new visa-on-arrival service will encourage more people from Guangzhou to visit in the future,” she said.
While China Southern Airlines also flies on the Yangon-Guangzhou route, a spokesperson said their passengers were not eligible for a visa-on-arrival.
An MAI spokesperson said the regulations are “as per the instruction from the higher authority” but would not elaborate.
The relaxing of visa requirements on some routes comes after Myanmar introduced a visa-on-arrival system on May 1, 2010 before suspending it four months later.
The system, which was universally acclaimed by stakeholders in the tourism industry, allowed foreign visitors from any country to apply for a visa-on-arrival when passing through Yangon and Mandalay international airports without having to make any prior arrangements with travel agencies.
However, the Department of Immigration and National Registration suspended the program until, it said, a system could be implemented to more thoroughly check the records of incoming tourists.
