Я прослушала от и до...
Чиновник отвечает на вопросы журналистов ну очень обтекаемо.., от ответов на очень конкретные вопросы он уходит.
фактически, он говорит одно и то же в ответ на каждый вопрос журналистов.
Я не поленилась, записала один пример: вопрос журналистки про одежду, шампуни и дезодорант... и ответ еврочиновника.
Дословно вот то, что они сказали:

There are some articles mentioned in the Annex that are not vehicles but also some personal items including objects for shower, deodorants, toothpaste … even shoes. So there are some funny exceptions , and over the weekend since the uptake was published on Friday , over the weekend Russian media have been speculating about how far should member states go, according to the sanctions, because in this case,
if an individual, who’s a Russian national , appears on the border of the EU, in a certain set of clothes which are mentioned in the Annex, with a suitcase which is also mentioned in the Annex , with a deodorant which is also mentioned in the Annex, then what should happen? Because .. should they be strict in this case or should they just let them pass? Because they are already wearing it or should they turn them down at the border? How do you see this?..
ANSWER:
… again, we have 11 packages of sanctions against Russia .. and the goal is to deprive the Kremlin of the revenue that needs to finance its war. That’s the starting point. That starting point has not changed , and the sanctions have not changed … Sanctions need to be implemented , applied strictly for a number of different reasons … I will see to it to make sure they are effective.. but also to make sure that sanctions themselves are not circumvented as I mentioned already .. Fighting circumvention is a very big priority for us right now.

I think that .. clothes worn by a person crossing the border are unlikely to be aimed at as “circumventing EU sanctions”. I think that’s common sense. That is a different situation to an expensive car. And I think this is something that is taken into account when EU member states are implementing sanctions.
